Our expectations towards the g20 summit:
• Finding a practical solution of the slowdown in the performance of the global economy and ways to stimulate it commercially and operationally, to avoid slipping back into a new recession crisis, and how to take advantage of the opportunities offered by digital technology and innovative industry to stimulate global economic growth, and the challenges facing the global energy sector, also the group reviewed the Egyptian proposals and papers in this regard.
• Conference is an important opportunity for the presence of Egypt in the international economic arena, whereas G20 is an opportunity to meet the largest global entities in this area, pointing to the role of debates in the direction of the trade facilitation process and negotiations.
• Egypt's participation in the summit of the G20 is an opportunity to review Egypt's development achievements to the world, and its ability to restore stability and security, including contributing to the return of investment and tourism, and improving economic conditions in general.
Our expectations towards the role which China plays in the G20:-
• Ministers presided by the Chinese minister have adopted guidelines for the development of global investment policies, which would help in achieving consistency at the national and international policy development, and work to promote investment in low-income countries
• All trade ministers from G20, especially the Chinese one, have declared their commitment to the ratification of the "trade facilitation agreement" by the end of this year, and to provide the necessary resources to support mechanisms to facilitate trade, specially designed to help developing country and under-developing countries, apart from the agreement to work with the other members of the World Trade Organization to transform "the temporary transparency mechanism for regional trade agreements" to a permanent mechanism.
Concerns and attitudes towards the G20:
• Egypt will be one of the first countries, which initiated for the first time before the UN in July to present its national plans and policies to achieve its sustainable development goals 2030, which was approved by the UN in September 2015 with the participation of President Sisi. Whereas the Egyptian presentation before the UN relied on presenting the Egyptian development strategy "Egypt's Vision 2030" which has been launched in February 2016 and includes several sectors and axes of economic, social and human development in Egypt, the matter that will help G20 to recognize the Egyptian strategy in this regard and it will be implemented including attitudes to fight unemployment, developing the quality of life and education and of course environmental protection.
• Egypt is aiming to increase the growth rate of currently 4.2% to 6% next year, adding to that the government's efforts resulted in reducing the unemployment rate from 13.3% in 2013 to about 12.7% last year. Egyptian Ministry seeks to overcome all the local and international obstacles to trade in Egypt, stressing on the need for coordination with the Ministries of Transport and Finance, to facilitate trade through Egyptian ports. Also the need to exploit the event to review investment opportunities, provided that Egypt put a serious plan to improve the investment's climate and to eliminate all the problems and obstacles to the entry of foreign investment inflows.
• Egypt's ability to achieve this goal through several national projects being implemented, and the other projects that the government will proceed it rapidly, especially with the beginning of the new fiscal year, as the government will redouble its efforts to increase the growth rates to the target level, through the implementation of a project to establish global logistics center in the Suez Canal's axis area and the creation of new cities and urban communities, the matter which have been already begun with establishment of the new administrative capital.
• Another project represented in "the extractive industries' economic zone" in the Red Sea, known as the Gold Triangle, as well as oil and gas production and the development to which began by the declaration of the discovery of the new gas well "Giant's Back" in the deep water of the Mediterranean Sea, which is the largest discovery in the history of this sector in Egypt and the Mediterranean Basin and that Egypt's government is trying to build a nation that believes in civil rights and citizenship to achieve the aspirations of the Egyptian people.
Comments and advices from our side towards the arrangements of the g20:-
• Egypt seeks to support relations with the state of China, which became apparent during the past period, pointing out that China is our development's partner, in addition, China is an important and irreplaceable partner, especially after the announcement of its intention to participate in developmental projects led by Suez Canal axis.
• Whereas the Strategies reached by the ministerial meeting is considered as recommendations will be submitted to the Group of Twenty, which will be held in China today 4th of September 2016in the presence of heads of the Group of Member States and with the participation of Mr. President Abdel Fattah Sisi summit.
The issues to be discussed from our side, when the two heads meet:
• The Egyptian-Chinese relations took another curve towards the strategy and, indeed, the Egyptian President Abdel Fattah al-Sisi has said for the first time in history that the relationship between Egypt and China are strategic relationships.
• Egypt's participation in G20 also complements common interests, that Egypt and China have agreed on the completion of which, such as the railway project, infrastructure projects in many parts of the Arab Republic of Egypt, in addition to the other projects undertaken by China in Egypt.
• Egypt also needs China with respect to technology of water desalination, as China is one of the leading States in this field, adding to that in the framework of the Egyptian-Chinese relations the talks may shed the light on the Renaissance Dam file, where China of the supporting countries of the dam, therefore the existence of strong ties between Egypt and China may be useful in some way to alleviate the severity of the Renaissance dam's problem, with regard to the number of years to fill the reservoir and the technical conditions thereof.
• Of course some regional issues will be discussed that has a negative impact on Egypt's economy, stability and security like the possibility to settle the situation in all of Libya, Syria and of course Yemen, of course the Iranian Saudi Dispute will be exposed, because China has strong relations with the two countries and of course their dispute fuel the region, as well as the latest development in Turkey.
The real needs expected from our side as the representative of the third world:
• The development priorities of Arab and African countries in particular, and developing countries in general that should come on the top of the results package expected from the group summit in the "Hangzhou", especially with regard to providing effective support to those countries in their endeavors to achieve the international goals of sustainable development in 2030, including the facilitation of technology transfer to developing countries and foreign investment as well, to facilitate the entry of products and services of the developing countries to the markets of developed countries, as well as the commitment of the developed countries to carry out all its obligations in the framework of the Paris Convention on climate change, to reduce the negative impacts of harmful emissions on developing countries and to enable them to establish a technological, modern and environmental base.
Please be guided accordingly.
