From the beginning of the human civilization and history, the effect of the different civilization on each other is a natural phenomenon and has its role in establishing the human renaissance in all over the world. When the man knows more about the others’ civilizations, cultures, and history of the other communities, he will be able to make use of what he learned and what he knew, he will have the knowledge, culture, and the ability to renew and develop his community to be better.

When some one studies deeply and carefully about the history of nations and its civilizations, he will find out that each civilization is out of the exchanged effect on each other.

And of coarse the literature has been affected by this exchange between the different cultures and civilizations, and this exchange helped to develop and achieve many benefits, and no doubt that the Arabic literature made use of that. And also there are many factors that helped to flourish the Arab literature and civilization, like: orientalists, scholarship, and the exchanged students. Also the translation has the greatest role, so, the Arab men of litters made use of the translation of the prominent English literature, and so did the English men of litters. And the history of literature proves that fruitful exchange between the both.

This exchange between the two cultures has achieved many developments in the Arabic literature. It created new visions, trends, styles, and new ways to deal with the subject itself. And also there are new movements appeared like the Romantic Movement, new trends in criticism, and also new literary genres like the blank verse in Arabic. No doubt that these achievements had contributed in developing the Arabic literature.

On the other hand, every day the researchers prove how much they made use of the translated Arabic books into other languages. They proved how much the Arabic books were useful in all fields of knowledge; literature, science, medicine, etc, and how much the Arab’s role was useful in the international renaissance through ages.

There are two kinds of translation; translating from the other languages into Arabic, and translating from Arabic into the other languages. Through ages, the Arab people paid a due attention to translation in general, but now it became a limited marginal interest. Although there are many institutions that care for translation from other languages, in my point of view, they have no formal courses, and as a result; all their efforts are useless.

Both translation into and from the other languages are important, but we notice that a great attention is paid only for translating the literary works of the other languages into Arabic. There are a lot of institutions and publishing houses that are specialized for publishing all the foreign literary works regularly to the Arab readers.

There is no doubt that it is important to know more about other cultures and civilizations, so we can exchange benefits. But what is more important is the knowledge of the other nations about our literary heritage and our creative men of litters. Also they should be affected by our cases and interests. These days, the translation from Arabic into other languages is very rare and limited to some foreign publishing houses that care for translating the literary works of the creative Arab authors like: Nagib Mahfoz “who won the Noble prize”, Zaki Maalof “who won a universal French prize”. And other authors who were famous all over the world. Or they may care for translating the Arabic literary works as a routine cooperation between the Arab institutions and different universities of different states.

Except what was mentioned before, there are no organized programs for translating our literary works to the other languages. Our literary works represent our cultural life and civilization. And as a result, we are considered as consumers of cultures not producers, and what is supposed to be is the opposite. Even our newspapers are limited to Arabs only, we are isolated in our borders without any connection between the other nations, and we couldn’t achieve universality and reach to the others’ minds and let them know about our society, our culture, our civilization, and our current cases. Tell me how many Arab writers who could reach to the other nations’ news media to discuss our cases internationally? I think that there is no one achieved this except Mohamed Hussin Hikal, in a time when some countries control the mass media of other countries.

There is no care for the important role of translation, and as a result it became useless and badly affected our culture, civilization, and politics. And the most evident proof is our disability to discuss the Palestinian case and we couldn’t help it although the solution is before our eyes.

Now, all the other cultures control us and we are just receiving and accepting their culture that penetrated our society, culture, history, and affected our civilization. They mentally seized us.

In my point of view, translation is a serious matter, not just a literary matter, but actually it is a national case. I’m calling for giving due attention to translation into other languages, this kind of translation has its political, cultural, and civilization benefits upon us. For achieving this there should be a ministry which is specialized for translation and has an office in every country in the world, and concerns mainly for translating our heritage into the other languages of these countries.

If we specialize money to support the institutions of translation, we will achieve a lot, not only in the field of culture, but also in the field of politics. Now, the military wars are over, but cultural wars are coming, and we should get ready to face it.
