People differ in ideas, abilities, and thoughts. There is no community in which all people are smart, and also there is no community in which all people are stupid. But always in each community there must be ignorant, cultured, and scientists. And these differences apply to the divine command to work hard, so every one works hard to be better and so he could live a better life.

Abilities differ in all people and also in all fields of life. You can find a creative talented man, and also you can find a man who needs help all the time to do his job. And also we can se a man who is superior in one field, another man is superior in another field of life, and this is according to many reasons; educational ones, cultural, environmental, or genetic ones.

The problem now is that the administrative and employment in most of the Arab countries do not consider these differences of skills and abilities in the employees. As a result, the employees work as motorized machines, no one can go a step forward, and no one can go a step backward. Every thing is going according to a definite time; employment has a definite time, promotion has a definite time, even retirement has a definite time. Promotion is given according to definite laws that can never be modified or changed.

The system of promotion that is given according to the educational degree and age, stands as a huge obstruction before those who are superior and have high abilities to work and advance, it prevents them from achieving this. There are many creative minds that had been rejected because of these unchangeable laws and routine.

I dream with a new Arab administrative system that gives the chance to every talented and creative person to work and create, anew system that has a special care for every creative person and encourage them to work and advance. This system will not be in the favor of the creative person only, but also it will be in the favor of the institution and then in the favor of the whole community.
